OMB Watch and the Urban Institute are co-sponsoring the Streamlining Grants Management Project to give nonprofits input into how the federal government streamlines its grant application and reporting process.

The Federal Financial Assistance Management Improvement Act of 1999 requires federal agencies to create a uniform process. The agencies are working on common information standards, consolidating forms and making the entire process available online.

As part of its effort to streamline the federal grants process, the Office of Management and Budget has published updated versions of its grants circulars that make definitions of key terms consistent for all types of grantees. Attention ALL Grant Applicants: The DUNS Number Requirement
As of October 1 all federal grant applicants must have a "DUNS" number, which the federal government will use as a universal identifier. Help to Develop National Guidelines for the DUNS Number Requirement
The federal government is now requiring applicants for federal funding to have a DUNS number from Dun and Bradstreet. A new toll-free number to call and have a DUNS number assigned to organizations was announced last week- 1-866-705-5711.

Remember: You do NOT have to purchase credit services from Dun and Bradstreet to get a DUNS number. If they try to sell you these services, please let us know.

State governments and large nonprofits have asked OMB for guidance on when they need more than one DUNS number. OMB is currently considering what standards should apply. We will be communicating your ideas on this issue to OMB in the next few weeks.
