Analyzing Agency Regulatory Agendas: About the Data

The following explains the terms and data collection methods used by OMB Watch in compiling information from regulatory agendas.

Data Source

These charts were compiled using information from Unified Agenda databases.

Explanation of Terms

  • Regulation Identifier Number (RIN) is assigned by the Regulatory Information Service Center to make tracking regulations easier.

  • "Prerule" indicates the regulation is listed at the Prerule Stage on the agency agenda. "Proposed" indicates the regulation is listed at the Proposed Stage on the agency agenda. "Final" indicates the regulation is listed at the Final Stage on the agency agenda. These terms are further defined at the Unified Agenda database site.

  • "Completed" indicates the regulation has been finalized since the publication of the previous agenda. This differs from the definition used by agencies in the Unified Agenda. The Unified Agenda's definition of a Completed Action includes rules finalized or withdrawn since the publication of the previous agenda.

  • "Withdrawn" indicates the regulation was withdrawn because the agency plans no further action. It does not include those withdrawn because they have been merged with or transferred to another RIN.

  • "Merged" indicates the regulation has been withdrawn and merged with another entry.

  • "Transferred" indicates the regulation has been withdrawn and assigned a new RIN.

  • Rules listed in bold have been deemed economically significant.

  • Rules with an asterisk after the RIN have been deemed other significant.
