'Economically Significant' Rules Withdrawn from Agency Agendas (Fall 2000-Fall 2002)



Environmental Protection Agency

Corrective Action for Solid Waste Management Units (SWMUs) at Hazardous Waste Management Facilities (RIN 2050-AB80)
This rule was to address hazardous releases from RCRA waste management facilities. "Past and present waste management practices at RCRA treatment, storage or disposal facilities have resulted in releases of hazardous constituents from some waste management units. These releases may cause contamination of soils, groundwater, surface water, and air."


Occupational Safety & Health Administration

Indoor Air Quality (RIN 1218-AB37)
This rule was to address indoor ambient air quality standards for workers in all industries. It would have required air quality compliance and monitoring plans, including maintenance and inspection of building ventilation systems.

Injury and Illness Prevention (Safety and Health Programs) (RIN 1218-AB41)
This rule was initiated to address the high rate of occupational injuries, illnesses and fatalities. An average of 16 workers were killed each day in 1999, in addition to 137 deaths a day attributed to job-related chronic illnesses.

PELs for Air Contaminants (RIN 1218-AB54)
Existing air contaminant limits were adopted in 1971. This rule was to have updated permissible exposure limits (PELs) for toxic air contaminants found in U.S. workplaces.

Safety and Health Programs for Construction (RIN 1218-AB69)
This rule was to update and revise safety and health program standards for the construction industry.

Control of Hazardous Energy in Construction (RIN 1218-AB71)
This rule would have extended (and modified) lockout/tagout procedures for control of energy hazards, applied to general industry since 1989, to the construction industry. The rule called for the logging in and out of tools and materials used in the service and maintenance of sites where hazardous energy sources are present.

Oil and Gas Well Drilling and Servicing (RIN 1218-AB83)
This rule was to establish safety and health standards for the oil and gas well drilling and servicing industry. (The rules for general industry do not apply because of the special circumstances that exist in this industry.)

Occupational Exposure to Perchloroethylene (RIN 1218-AB86)
This rule would have adjusted the standards for permissible levels for occupational exposure to perchloroethylene, a carcinogen. Existing standards have been in place for nearly 30 years.

Update and Revision Woodworking Machinery Standard (RIN 1218-AB92)
This rule was to update standards for woodworking machinery. OSHA's existing standards have not been updated since their adoption in 1971.

Ergonomics Programs in Construction (RIN 1218-AB94)
This rule was to address musculoskeletal disorders (MSDs) in the construction industry.
