Final Rule

A final rule is a rule completed by the agency and published in the Federal Register as a final rule. The rule must be published at least 30 days prior to taking effect. In the Unified Agenda, a rule in "final rule stage" is a rule that the agency is planning to promulgate within the next 12 months.
