How Fast Charities Respond to Disaster: From the Urban Institute
How and how fast charitable organizations respond to major disasters can have lasting effects on victims, communities, donors, and society at large. A new series of papers from the Urban Institute examines how these organizations responded to recent disasters and suggests how to improve responses to future tragedies. After Katrina: Public Expectation and Charities' Response, available on Urban's website, is the latest publication from the Urban Institute aimed at improving the nation's response to emergencies and developing sound public policies to deal with the devastation in greater New Orleans. What's more, the Government Accountability Office said that the Office of Personnel Management, which oversees the Combined Federal Campaign, does not screen participating charities for federal tax problems "or independently validate with the IRS whether the charity is truly a tax-exempt organization."

Ways and Means Hearing on CFC and Employment Tax Issue
Congressman Jim Ramstad (R-MN), Chairman, Subcommittee on Oversight of the Committee on Ways and Means, today announced that the Subcommittee will hold a hearing on charities and employment tax compliance. The hearing will take place on Thursday, May 25, 2006, in the main Committee hearing room, 1100 Longworth House Office Building, beginning at 11:00 a.m.

Witnesses will include the Internal Revenue Service (IRS), U.S. Government Accountability Office (GAO), and the Office of Personnel Management (OPM).

New FAQ's Posted on 990
EO has posted new FAQ's for the Form 990 Information Return. The FAQ's are based on questions received in response to the changes to Form 990 for tax year 2005, from a telephone forum on Form 990 that the Service offered in March 2006, and questions submitted from interested taxpayers. The script for the Form 990 telephone forum is also posted.

Nonprofit Panel Releases Supplemental Report
From Don Kramer's Nonprofit Issues:

The Independent Sector’s Panel on the Nonprofit Sector has issued a Supplement to its Final Report on Strengthening Transparency, Governance and Accountability of Charitable Organizations. Covering nine additional areas of concern, the Supplement generally discourages new federal action to impose limits on charitable activity, with one primary exception. It recommends the creation of a national charitable solicitation registration system to replace the state-by-state system now in effect.
