Frist Names CARE Act on Top Ten Legislative Agenda
Sen. Bill Frist released his "Top Ten" Legislative Goals for the 108th Congress. Looks like the CARE Act is in the spotlight again. Click here for Frist's Top Ten list. You can get the .pdf with the decription of the proposed language on Sen. Frist's site.

Among their legislative priorities is the Charity Aid, Recovery and Empowerment Act -- better known as "CARE." The bill seeks to encourage charitable giving through tax incentives, a move that Senate Majority Leader Bill Frist (R-TN) said represents part of the President's faith-based program. The CARE Act would also supply $150 million annually to provide technical assistance to small community and faith-based organizations to help expand their capacity to serve.

The legislation proposed Monday also includes an additional $1.3 billion in funding for Social Services Block Grants, which had been stripped from the bill during the last session of Congress. That change ultimately played a part in the legislation's failure to pass.

The Republican list also calls for reauthorization of the 1996 welfare reform law, including $300 million annually for healthy marriage programs for counseling, education and research. Another $75 million is allocated yearly for programs that promote responsible fatherhood. Faith-based groups are expected to be among the service providers of these programs.

ACLU and CFC
A recent article by Rick Cohen of NCRP discusses the history of the CFC and the recent moves by OPM to require charities to check watch lists.

"War on Terror" Impacts Tsunami Aid
Aid going to the tsunami relief efforts in South-east Asia is under close scruntiny by the US government, especially in the case of the Tamil Tigers - a seperatist movement in Sri Lanka. The Tigers were designated by the US government as a terrorist organization in 2001, hampering foreign aid to the area.

US government officals have been reluctant to discuss whether nonprofits giving assistance to the region that the Tamil Tigers occupy in Sri Lanka would constitute as aiding and abetting terrorism.
