Plugged In, Tuning Up (March 2001)
This report was prepared under the auspices of the Community Education Center at OMB Watch, which focuses on nonprofit and civic participation issues, including the role of technology in nonprofit and grassroots advocacy.
Matt Carter and Ryan Turner conducted primary research and wrote this report. Gary Bass, Kay Guinane and Patrice McDermott at OMB Watch provided technical feedback, advice, and oversight. We would also like to thank Professor John McNutt, of the Graduate School of Social Work, Boston College and Kristen Burke, of the Boston Metropolitan Area Planning Organization for their input and helpful review of this report.
Today, all 50 states have a website with legislative information. Because public use of the Internet is growing rapidly, governments have attempted to respond quickly by making improvements to those websites. Many are in a continual state of development, which may mean some of the numbers in this report will be quickly out of date. We encourage state-level efforts that make interaction with government more transparent, and accessible to the widest possible audience. OMB Watch maintains responsibility for the contents of this report, including errors and omissions
We are grateful to the Ford Foundation and the Nathan Cummings Foundation for their support of this research.
