Explanations of Legislative Process

  • FAQ is available on the Hawaii State Legislature website, in the Citizen's Guide section, under Legislative Information.
  • Legislative "Primer" is actually our Citizen's Guide, under Legislative Information.
  • A glossary and acronym list is available in Definitions, under Legislative Information.
  • "Rules of Body" are split into House and Senate Rules, which are accessed through the House and Senate links.
  • The Hawaii State Legislature website does provide a elements listed in this section of the report
  • There are links to the Hawaii Revised Statutes (under Status and Documents) and the House and Senate Rules on the website.

Legislative Tracking and Monitoring

  • The Hawaii State Legislature website does provide committee hearing notices, available through the Status and Documents page.
  • The Hawaii State Legislature website does NOT provide any up-to-the-minute alerts on legislative activity, either via e-mail or personalized web pages, as indicated under Calendar Updates.
  • Hawaii does not provide calendar updates. I would like to request that Hawaii be removed from this bullet.

Legislative Administration

On page 17, under "Items Examined," it states that the links were only looked for on the "home" or "main" entry page. But on page 18, under Considerations, it is implied that the information was not provided anywhere on the site. The Hawaii State Legislature website does provide listings of Majority and Minority leadership in both the House and Senate sections. We also have a link to the House Clerk's office, the Hawaii State Ethics Commission (legal affairs), and the Legislative Reference Bureau (legislative research) in different areas of our site, but not from the main entry page. The information is available on the site, but not located on the main page.

State Resources

On page 20, in Items Examined, there is a statement saying these links were only looked for on the main page. But on page 21, in Considerations, it is implied that the information is not presented anywhere in the entire website. We do have links within our website to the Governor's page (Executive links) and to the City & County (local government). These links will alert the user that he/she is leaving the Hawaii State Legislature website. The information is available on the site, but not located on the main page.

Statements Addressing User Expectations

  • Hawaii does use an external link page that alerts the user that s/he is about to leave the Hawaii State Legislature website.
  • Hawaii uses e-mail for feedback on the website, and not an online form as indicated.

Site Design

Hawaii does NOT have streaming audio/video content.

Site Navigation

  • The Hawaii State Legislature website does have a Site Map page, accessible from the main page and almost all pages under it. The only pages that will not link to the site map are legislative documents (bills, hearing notices, etc.).
  • The Hawaii State Legislature website does have a navigation bar, on the left side of the screen. The only pages that do not have a navigation bar are legislative documents and the main entry page.
