Plugged In, Tuning Up: An Assessment of State Legislative Websites State Responses and Updates Oregon The following comments have been compiled by the Legislative Information Systems staff, which is the central Information Technology department of the Oregon Legislature, in response to the report authored by OMB Watch entitled, "Plugged In, Tuning Up: An Assessment of State Legislative Websites." The Oregon Legislative Web Site incorporates information about both the Senate and the House of Representatives. Information relating to the legislative process and research supporting the process also resides on this site. The URL listed in the appendix of the report was a subset of the legislative site. To clarify, the home page for the Oregon legislative site is: http://www.leg.state.or.us Legislator Information Directory is available for the Senate (http://www.leg.state.or.us/senate/senateset.htm) and the House (http://www.leg.state.or.us/house/houseset.htm) Find Your Legislator: This utility has been available on the Oregon site for nearly a year. It provides a form where a constituent enters name/address/zip code information and responds with contact information for state and federal legislators representing the constituent.link on side navigation bar throughout site or directly accessible at: http://www.leg.state.or.us/findlegsltr/findset.htm Member Contact Service: Yes, effective April 2001 - link on side navigation bar throughout site or directly accessible at: http://www.leg.state.or.us/writelegsltr/writeset.htm (the Member Contact Service listed would not have been found during the time that the research was done by OMB Watch) Explanation of Legislative Process Rules of the Body: Both the Rules of the House and Rules of the Senate are provided by each body's parliamentarian. Legislative Tracking and Monitoring Session Calendar: Oregon does not have a distinct end date for its regular sessions, but the general schedule is described when you first enter the site.This information may be found on the main page at: http://www.leg.state.or.us Floor Schedule: Yes, these are published daily online in the form of Third Reading Calendars at: http://www.leg.state.or.us/01reg/pubs/s3rd.html and http://www.leg.state.or.us/01reg/pubs/h3rd.html Committee Schedules: Yes, link on side navigation bar throughout site or directly accessible at: http://www.leg.state.or.us/01reg/pubs/commsch.html (This file contains daily scheduled meetings and agendas available at the time of publication.) A new service, which was implemented in March 2001, provides searchable committee agenda information and is updated hourly. The information can be searched by bill number or committee name. Results of the search include scheduled actions for the specified search parameter. Statements Addressing User Expectations External Links Statement - Yes, JavaScript Cookies Present - No Cookie Statement - N/A The Oregon site employs an external links statement (JavaScript window) when one is about to leave the Legislative site via a link. This JavaScript is not used when the link is going to another government site. There are no cookies employed on this site, so there is no need for a statement explaining the use of cookies on the site. Site Design Tagged Graphics - Yes Streaming Media Content - Audio/Video - button on top navigation bar throughout site or directly accessible at: http://www.leg.state.or.us/listn/listenset.htm The Oregon site has been providing streaming audio of all legislative hearings and floor sessions since the 1999 legislative session. Audio files are available live at the time or the hearing/session, and then archived from that point forward. Archives are available for 1999 session, 1999-2000 interim, and 2001 session at this time. Video streaming was just added for the 2001 session. Video files are not currently archived. Oregon has recently begun to incorporate documents in other languages to its site (example: http://www.leg.state.or.us/comounaidea.htm).
