The President and members of the House and Senate have introduced legislation that would create a "super-waiver" that would allow the Secretaries of Health and Human Services, Labor, and Education to approve requests by states to waive federal statutory and regulatory requirements, with very few restrictions, applicable to ANY program under those Departments in order for the states to conduct "demonstration projects."
